About Jeff
I believe that everyone who makes mistakes deserves a second chance.
During my three-decade career as a trial attorney with the California Department of Justice, I represented state licensing boards and regulatory agencies in investigations, administrative hearings, and appeals throughout California. I saw firsthand how professional discipline cases are built, prosecuted, and decided — and how confusing and overwhelming that process can be for license holders.
I served as lead counsel in numerous jury trials and bench trials in both state and federal courts, prosecuted over one hundred administrative hearings, and defended board decisions in writ proceedings and appeals. I prosecuted routine disciplinary matters to complex, high-stakes cases with lasting regulatory impact.
After retiring from public service as a Deputy Attorney General, I founded Phillips Law CA to bring my training and experience to licensed professionals — while also addressing the cost, transparency, and unpredictability that often comes with traditional law firms.
